Malta has become the first country to offer all its citizens and residents free access to ChatGPT Plus through a partnership with OpenAI. The deal, announced by OpenAI and the Maltese government, gives residents one year of free ChatGPT Plus after completing an AI literacy course.
The course was developed by the University of Malta. It covers what AI is, what it can and cannot do, and how to use it responsibly at home and at work. The Malta Digital Innovation Authority manages distribution to eligible participants. Citizens living abroad also qualify.
George Osborne, Head of OpenAI for Countries, said intelligence is becoming a national utility and that governments have a role in ensuring their populations have both access and the skills to use AI. Maltese Minister Silvio Schembri said the initiative is designed to make sure every citizen, regardless of background, can build the skills needed to thrive in a digital world.
The partnership is part of OpenAI’s broader OpenAI for Countries initiative, which works with national governments on AI adoption. OpenAI says it is already working with Estonia and Greece on national education programs.
