Opposition to data centers is growing across the United States, but two recent analyses reach sharply different conclusions about why communities are resisting the infrastructure behind the AI boom.
In Blood in the Machine, Brian Merchant argues that the backlash reflects a wider rejection of Silicon Valley’s expansion into public spaces, local economies and private life. Andy Masley, writing for AI & the Environment, says available polling instead points mainly to concerns about the direct local effects of data centers, especially water use, electricity demand and environmental impacts.
The dispute matters because data centers have become a central point of friction in the rapid buildout of generative AI. The facilities house the computing equipment needed to train and run AI systems. Their construction often requires large amounts of land, electricity, cooling infrastructure and, in some locations, water.
Two explanations for the same backlash
Merchant describes the protests as part of a broad public response to technology companies imposing major projects with limited local consultation. He links resistance to data centers with opposition to automated surveillance cameras and AI-enabled smart glasses. In his view, residents see a recurring pattern: companies gain the benefits while communities carry the environmental, economic and privacy costs.
He also argues that data centers have become symbols of inequality and job insecurity. Large AI investments arrive as technology executives promote automation, while many households face pressure from inflation and uncertain economic conditions. Merchant says communities may question why they should accept noise, diesel generators, power demand and limited permanent employment to support services owned by distant corporations.
Masley rejects the assumption that the movement is primarily a disguised revolt against Big Tech, AI or economic inequality. He points to polling that shows generally positive public views of major technology companies including Amazon, Google, Microsoft and Meta, although Meta receives more negative ratings than the others.
He also notes that other structures associated with large technology companies, particularly Amazon warehouses, poll more favorably than data centers. For Masley, this suggests that voters distinguish between types of projects rather than simply trying to punish technology companies.
Polling highlights local concerns
Masley says survey responses most often cite immediate effects on communities. These include concerns about water consumption, electricity prices, land use and emissions. In one poll he discusses, AI-related fears appeared among the stated reasons for opposition, but they did not dominate respondents’ answers.
He argues that years of news coverage have shaped public perceptions by repeatedly associating data centers with strained water supplies, rising power demand and pressure on local grids. Some reports raise legitimate issues, he says, while others may rely on isolated figures or claims that lack sufficient context.
Masley cautions against treating all objections as evidence of a coordinated ideological movement. He says people may be responding to understandable but sometimes inaccurate beliefs about specific projects. His conclusion is that policymakers and companies should address those claims directly rather than assume hidden motivations.
The two writers agree on one point: public opposition is substantial and cannot be ignored. Their disagreement is over whether better facts about local impacts could reduce resistance, as Masley suggests, or whether the resistance is rooted in a deeper loss of trust in Silicon Valley and its AI agenda, as Merchant contends.
For companies pursuing new AI infrastructure, that distinction could shape their response. Addressing water and power use may be necessary in either case. But if residents also view data centers as evidence that decisions are being made without them, technical assurances alone may not settle the conflict.
